Abstract

The ideas of a common European defense were present from the beginning of the construction of the European space. The European Union of defense is an objective always present, but of a great complexity of implementation, with a military cooperation of the members within the framework of NATO and the OSCE. The question of cost sharing is essential, in view of the behavior of "clandestine travelers". There is also the question of equipment, in connection with the United States and all the European countries that have invested in defense weapons... Furthermore, overproduction and the need to sell weapons out of economic necessity must be avoided. The fear of the excessive exercise of military power is also present in the negotiations. An econometric analysis shows the annual gains from industrial cooperation in armaments. However, the question remains unresolved, particularly because the member states do not have the same defence objectives, policies and constraints.
