Abstract

Le premier semestre de 2020 s'achève en Afrique d'une manière dra-matique. Cette situation n'est pas inédite pour autant, tellement ce continent a désormais l'habitude d'être affecté par des chocs exté-rieurs mondiaux. Elle se révèle néanmoins d'une dangerosité, elle, sans précédent. Face à elle, la raison appellerait une réflexion fondée des enchainements logiques, sinon sereins, du moins froids. N'est-ce pas cette raison qui doit conduire l'élaboration de la politique pu-blique ? Cependant, ici, l'importance des enjeux humains, sociaux et politiques de ce que nous vivons et pourrions vivre génère des sentiments , qui ne peuvent, être, eux, que chargés. Suivre la pente de ces sentiments peut pourtant nous aider à retrouver le chemin de la pensée, et à identifier les motivations d'un rebond dans une nou-velle histoire qu'il faut appeler de nos voeux.
