Abstract

Ce texte est basé sur les expériences monographiques d'un groupe d'experts et de deux étudiants, à Voronej, en Russie, pendant l'année 1993. Deux obstacles majeurs semblent s'opposer au développement de la production agroalimentaire, et même à l'arrêt de sa chute. 1. Le système comptable produit des données très peu fiables et le plan comptable privilégie le prix de revient, que les gestionnaires ne savent pas utiliser. Paradoxalement, ils ne cherchent pas à augmenter la production pour faire baisser les coûts. 2. La chaîne alimentaire, qui devrait relier le producteur au consommateur est rompue. Or, le système était et demeure très industriel. Les prix deviennent très spéculatifs et les flux très irréguliers. L'expérience montre aussi les difficultés qu'ont les petites entreprises indépendantes à se développer.
