Abstract

The Common Agricultural Policy (CAP) of the European Union (EU) has entered a new phase of reform. After the release of a first vision communication in November 2017, the European Commission presented its legislative proposals on 1 June 2018. These are in the context of a CAP budget adjusted downward by around 5 % in current euros, a percentage decrease more important for the second pillar than for the first. This communication first develops a brief analysis of the European Commission's legislative proposals for the CAP after 2020. In a second step, we propose an analysis on what the research can say or cannot, on four themes at the heart of the debates on the future CAP, namely the environment, risks, innovation, and overnutrition. The resulting recommendations in terms of public policies and notably for the CAP (legitimacy and modalities of measures) are presented, and in conclusion compared to the legislative proposals.
