Abstract

La politique de gestion de l'offre de lait dans l'Union européenne repose sur l'utilisation simultanée de mesures visant à soutenir le revenu des producteurs en place par le maintien du prix du lait à un niveau supérieur au cours mondial et le contrôle du niveau global de production par un système de quotas individuels, plus ou moins transférables selon les Etats membres. Le premier objectif de la recherche est d'évaluer la perte d'efficacité économique au niveau agrégé liée à la non transférabilité des droits à produire et d'examiner les conséquences de l'instauration d'un marché (de location) des quotas laitiers, en termes de prix et de quantités de droits échangés à l'équilibre, et de gains de revenu pour les offreurs et les demandeurs de quotas. Le second objectif est de nuancer le résultat brut de la supériorité économique d'un marché des quotas par rapport à d'autres modes de gestion des transferts.
