Abstract

Cet article analyse l'impact des primes d'arrachage du vignoble en France durant les periodes 53-57,76-79,80-85. Les taux d'arrachage sont fortement differencies selon les periodes et les zones. Cette differenciation est partiellement liee aux conditions d'attribution des primes mais surtout aux facteurs profonds qui contribuent a la regression ou l'inertie des vignobles. Les primes ne representent qu'une fraction limitee de la regression viticole et leur impact sur l'equilibre du marche est compense par d'autres phenomenes. L'analyse particuliere des resultats des primes en Languedoc montre un accroissement recent des taux d'arrachage dans la plaine monoviticole, apres une phase de resistance. Mais les issues de l'arrachage sont heterogenes et les conditions de la diversification culturale tres inegales suivant les divers types d'exploitation. Ces resultats montrent que l'etude de l'impact d'une mesure de politique agricole doit s'appuyer sur l'analyse des comportements des exploitations et des contraintes qui les determinent.
