Abstract

Analyse de l'ouvrage de M. Petit, D. De Benedictis, M. Britton et alii. -Agricultural policy formation in the European Community: the birth of milk quotas and CAP reform. -Amsterdam: Elsevier, 1987. Cet ouvrage fournit une synthese tres riche d'informations et d'analyses a propos des mecanismes communautaires, des conflits et des compromis qui rendent complexes et mouvantes l'elaboration des "positions" nationales. Il donne en particulier, d'utiles apercus sur les strategies de negociation: par exemple, la lenteur des processus de mise a jour des echelles nationales de priorites, le report des concessions majeures a la phase ultime des negociations, ce qui explique des resultats parfois surprenants, etc. L'un des propos les plus originaux des auteurs est d'analyser, dans chacun des principaux Etats membres: France, RFA, Italie, Pays-Bas, Royaume-Uni, ce qu'a ete la position des differents acteurs et la facon dont ils ont noue entre eux conflits et compromis.
