Abstract

Ce travail fournit un cadre analytique permettant de mesurer le soutien accordé au secteur agricole quand les instruments de la politique sont à la fois les prix et les quantités. Il est basé sur la théorie de la dualité en production, c'est-à-dire sur la définition de fonction de profit correspondant aux différentes situations de déséquilibre. Le soutien total est décomposé en une partie neutre et une partie "distordante" liée aux prix virtuels des quantités fixées. Une application au secteur agricole de l'Union européenne de 1986 à 1988 suggère que cette dernière est en "droit" de réclamer un crédit de 4,4 milliards d'écus dans le cadre du GATT si le concept de mesure globale de soutien "distordante" est utilisé. Les limites des quotas comme politique de second rang sont soulignées.
