Abstract

Le volet agricole du cycle de négociations internationales lancé en septembre 1986 à Punta del Este est jalonné de quelques textes et dates clefs. Il vient d'aboutir en novembre 1992 à l'accord de Blair House, rejeté par la France pour incompatibilité avec la PAC. Après un rappel des différentes étapes de la négociation de l'Uruguay Round et du contenu de l'accord de Blair House, pour apprécier s'il y a ou non compatibilité, les auteurs ont simulé les conséquences de la réforme sur les équilibres de marché. Sur la réduction du soutien interne, la négociation a bien abouti à des termes acceptables pour les deux parties. Des dispositions concernant le volet externe seront par contre plus contraignantes dans le cas de la Communauté pour les céréales et surtout le lait, la viande bovine et le sucre.
