Abstract

Les modèles globaux de développement demeurent souvent normatifs à court terme, peu convaincants sur le plan rétrospectif, chargés d'incertitudes sur le plan prospectif. C'est que, ignorant souvent les variables fondamentales propres à l'histoire de chaque société, ils apparaissent plus prompts à conceptualiser le global qu'à reconnaître les spécificités. C'est pourquoi il est temps de revenir à l'observation rigoureuse des faits, de leur enchaînement et de leur déformation dans le temps, de leur permanence et de leur recomposition.
