Abstract

Le programme qui a donné naissance à ce rapport avait un objectif central : comprendre la façon dont évoluent aujourd'hui les politiques agricoles de trois grands pays agricoles de l'Union (l'Allemagne, l'Espagne et le Royaume-Uni), au regard de ce qu'est l'évolution de la même politique en France. La recherche s'assignait trois objectifs particuliers. Le premier visait à analyser l'évolution récente des politiques, plus précisément depuis 1992, c'est-à-dire la réforme de la PAC. Le second essaie de mesurer et de comparer les transferts dont bénéficient les agricultures nationales, en mesurant ces transferts de façon aussi exhaustive que possible. Le dernier objectif était d'inclure dans l'analyse le rôle propre des régions qui se développe, en matière de politique agricole, sous la pression de deux phénomènes : une territorialisation croissante des interventions communautaires et le développement de processus autonomistes dans plusieurs Etats membres.
