Abstract

Soumises aux pressions opposées de la libéralisation des économies et des marchés, d'une part, des dynamiques internes de chaque agriculture nationale, d'autre part, les politiques agricoles des pays de l'Union européenne connaissent depuis la réforme de 1992 une évolution paradoxale. Tandis que leurs instruments s'homogénéisent, avec une montée générale et parallèle des financements européens et des paiements directs, leur contenu (objectifs, volume, structure administrative et sectorielle) reste spécifique et permet à chaque pays d'adapter l'ajustement aux caractéristiques de son économie agricole. Ce double mouvement de la politique agricole est repéré dans quatre pays de l'Union européenne (Allemagne, Espagne, France et Royaume-Uni) à l'aide d'une comparaison des transferts publics à l'agriculture (volume global, structure d'ensemble, composition des aides économiques à la production agricole) qui utilise les outils d'analyse construits par le ministère de l'Agriculture.
