Abstract

Cet article met en évidence les conditions sous lesquelles un système localisé peut évoluer vers la formation d'un biotechnopôle. L'analyse de la littérature permet d'identifier trois variables clés : la manifestation d'externalités technologiques localisées, la dynamique historique longue et la dynamique dépendante du comportement anticipateur des agents. Parmi ces éléments, la formation des anticipations liées à l'identité et la visibilité des chercheurs présents sur le territoire semble jouer un rôle important. A travers l'étude de cas (Compiègne, Clermont-Ferrand, Toulouse et Strasbourg), les mécanismes de formation des anticipations génératrices de rendements croissants de localisation sont analysés. L'analyse des cas empiriques montre que le développement peut s'appuyer sur la présence de "stars", le cas de Strasbourg restant tout à fait illustratif de ce mécanisme. Le cas toulousain montre quant à lui que la dynamique peut aussi résulter de l'habileté de chercheurs qui ont plus misé sur la mise en relation des partenaires que sur la renommée scientifique mondiale.
