Abstract

Le début des années 90 a constitué un tournant pour la consommation d'eau des ménages. Outre la forte hausse du prix, on a constaté pour la première fois un recul de la consommation domestique. Cet article montre que les usagers n'ont pas été insensibles à l'augmentation du prix de l'eau puisque l'on estime l'élasticité de long terme à -0,6 sur la période 1988-1993. En outre, l'estimation d'un modèle dynamique à effets individuels non stationnaires met en évidence l'influence de phénomènes particuliers dans les années 1990 et 1991. Les sécheresses survenues pendant cette période, les débats autour de l'entrée en vigueur d'une nouvelle réglementation ont très certainement sensibilisé les usagers qui ont modifié leurs comportements de consommation.
