Abstract

La norme ISO 14001 est un dispositif institutionnel susceptible de diminuer les coûts de transaction. Néanmoins, la phase d'élaboration de ce dispositif constitue un espace stratégique où s'exercent des forces diverses susceptibles d'influencer la rédaction du référentiel dans un sens favorable à des intérêts privés et ce, parfois au détriment de l'intérêt général. Par une approche fine de l'histoire de la norme ISO 14001, les auteurs identifient quelques enjeux stratégiques sous-jacents à la construction de cette norme et arguent que son efficacité environnementale et son efficience économique se construisent de manière significative lors de son élaboration. Plusieurs implications en terme de politique économique sont ainsi mises en évidence.
