Abstract

L'opération que produit la directive Habitats, à travers une forme de traçabilité des données, c'est d'abord de réversibiliser la décision du point scientifique parce qu'il est toujours possible de revenir sur ses pas; c'est aussi de cadrer certaines décisions et d'arrêter la prolifération des débats parce qu'on parle désormais des choses mêmes de la nature, consolidées par différents processus normatifs. Aux équilibres toujours fragiles de la négociation sociale, la procédure d'identification des sites oppose ainsi un cadrage cognitif.
