Cost benefit analysis of fisheries management plans

Abstract

En France, la gestion de la pêche en eau douce est généralement confiée aux associations de pêcheurs. Regroupées en fédérations départementales, ces associations agissent sous le contrôle pour la protection du milieu aquatique et le développement de la pêche. Le Conseil supérieur de la Pêche (CSP) a développé une méthode synthétique d'élaboration des plans de gestion piscicole. Depuis 1995, plus de la moitié des départements français s'est engagée dans ce programme avec l'aide technique et financière du CSP. La démarche est centrée sur l'exploitation du potentiel de production naturelle en poissons sauvages. On chiffre le montant des travaux à réaliser pour restaurer les fonctionnalités du milieu et mettre en place une gestion patrimoniale. Un calcul coût-bénéfice, prenant en compte la valeur particulière du poisson sauvage par rapport au poisson aleviné, permet d'évaluer la rentabilité sociale des plans de gestion dans l'Indre et l'Hérault, deux départements où les situations écologiques et halieutiques sont contrastées.
