Abstract

Depuis une trentaine d'années, un courant dominant de la réflexion sur le développement a placé la question des droits de propriété en tête de l'agenda politique et scientifique. Basé sur des documents d'archives, cet article propose un bilan de la politique d'attribution de titres de propriété individuelle conduite dans une région du Mexique à la fin du XIXe siècle, dans un contexte économique comparable à celui qui a été mis en place avec la ratification de l'Accord de libre-échange d'Amérique du Nord (Alena). Il s'intéresse à la façon dont le marché foncier s'est construit et a fonctionné, ainsi qu'à son impact sur les structures des exploitations familiales et leur dynamique. Il propose, ce faisant, une réflexion sur les trajectoires du changement institutionnel dans un environnement de dérégulation et de forte concurrence économique, mais aussi de profondes asymétries de pouvoir.
