Abstract

Les débats sur la manière dont l'aide au développement devrait évoluer ne manquent pas, mais la pandémie de coronavirus semble accélérer cette évolution. Les défis mondiaux d'aujourd'hui montrent que le progrès et la préservation de l'humanité nécessitent un changement urgent du système d'aide au développement. Ce changement consiste à passer d'une aide définie en grande partie comme un transfert de ressources à une aide définie comme un investissement public mondial. Il ne s'agit pas seulement d'une aide caritative, mais d'un fonds d'investissement qui vise un rendement économique, social et environnemental.
