Notation financière des collectivités locales : peut-on faire confiance aux agences de rating pour se faire une idée exacte du risque ?

Abstract

Les collectivités locales sont susceptibles de lever des capitaux sur les marchés et font l'objet d'une notation financière. Si la note publiée permet de se faire une idée du niveau de risque, permet-elle de se faire une idée exacte du risque ? Nous étudions le contenu des rapports d'analyse rédigés par les agences et justifiant la note, pour affiner la représentation du risque et différencier les collectivités. L'analyse textuelle montre que les agences ne construisent pas artificiellement la confiance, qu'elles possèdent une perception culturelle du risque proche de celle des collectivités notées, mais plus éloignée de celle des investisseurs et des citoyens. En outre, dans leur rédaction, les rapports de notation adoptent une vision assez immédiate du risque et font peu référence à de la prospective, empêchant ainsi de parvenir à une idée exacte du risque.
