Débat sur le déconfinement : ne pas négliger les implications du bullwhip effect

Abstract

Alors que la moitié de l'Humanité a connu, pour la première fois de son Histoire, le confinement sur le lieu de résidence pour faire face à une dramatique pandémie, la question du déconfinement va se poser avec gravité une fois la crise sanitaire passée. Le rebond attendu de la consommation qui résultera d'une population à nouveau libérée de toute entrave à la mobilité risque de déstabiliser en profondeur le fonctionnement des chaînes logistiques. Pour en saisir les enjeux, la référence au bullwhip effect apparaît particulièrement pertinente. Elle souligne combien un déconfinement massif et généralisé pourrait avoir des conséquences économiques majeures.
