Abstract

Numerous studies emphasize the difficulties encoutered by communities, and more generally public organizations, in obtaining real financial savings (Guenoun et al., 2015). As a result, they choose approaches like lean government (Janssens et Estevez, 2013) which have organizational consequences. By using the case of a local authority that has first initiated a process of pooling services and then lean government to obtain savings, we show the consequences of these approaches. Our case actually confirms that the financial results of the pooling services are limited and that the coproduction of services requires investing in support for the users. The discussion therefore focuses on the necessary investments and work on user support schemes.
