Abstract

Les collectivités locales connaissent depuis quelques années une situation financière difficile se traduisant par l'apparition d'un « effet ciseau » induit par une augmentation des dépenses et une diminution des recettes. En plus du contexte financier sous tension s'ajoute une pression citoyenne qui impose aux organisations publiques de rendre compte de l'utilisation des deniers publics et d'offrir une plus grande qualité de service. En réponse à ce contexte contraint est apparue une volonté de dépasser une vision purement budgétaire de la gestion locale centrée sur le seul contrôle des moyens consommés ne permettant pas la prise en compte de la valeur et de la performance d'une action publique.
