Abstract

L'article estime le coût de la réforme des rythmes scolaires pour les communes. Il est fait usage de données détaillées issues à la fois des comptes financiers communaux et des emplois du temps de chaque école. Cela permet, d'une part, de différencier l'impact de la réforme sur les dépenses par nature au sein de la fonction scolaire (subventions de fonctionnement, dépenses de personnel, charges à caractère général) et, d'autre part, de différencier l'impact financier de la réforme selon ses modalités d'application. L'estimation révèle un coût brut non négligeable de la réforme pour les communes, supérieur à 200 euros par élève, pouvant cependant varier sensiblement selon les configurations d'emploi du temps retenues.
