Abstract

Le chapitre examine les raisons qui amènent les pouvoirs publics à intervenir dans l'agriculture. Ces raisons tiennent aux spécificités de la production agricole autant du côté de la demande que de celui de l'offre et de la place de l'agriculture dans le développement. La panoplie des instruments est diverse et le texte en présente cinq principaux (le soutien par les prix, l'aide directe à la production, les quotas et l'aide aux facteurs variables et fixes) en comparant leur efficacité eu égard à l'objectif poursuivi (notamment le soutien des revenus agricoles) et en terme de bien-être social et leurs effets de distorsion sur le commerce international. Le chapitre conclut sur les intérêts et les limites du découplage.
