Abstract

Avec des dépenses de fonctionnement qui augmentent plus vite que les recettes, les collectivités doivent faire face à des difficultés pour « boucler » leur budget. Pour limiter les dépenses, ces collectivités peuvent jouer sur différents leviers. Petit tour d'horizon. Le contrôle des dépenses… Quand il s'agit de réduire-ou tout du moins limiter-les dépenses de fonctionnement, les collectivités intensifient le plus souvent les contrôles de leurs dépenses. Un premier réflexe de « rabotage » des budgets, qui peut prendre différentes formes. Sur le plan financier, elles peuvent « engager du "cost-killing"-réductions de coût-sur différents postes comme les frais de déplacement, les subventions, les études, la documentation ou la communication », explique David Carassus, directeur de la chaire Optima (Observatoire du pilotage et de l'innovation managériale locale).
