Abstract

Cette étude examine l'hypothèse suivant laquelle le niveau d'efficacité micro-économique influe sur le degré d'efficience des politiques de régulation des marchés agricoles. L'illustration porte sur la réforme de la PAC de mai 1992 qui escompte un freinage de la progression des rendements céréaliers. Les auteurs utilisent une approche non paramétrique dans un cadre intertemporel pour estimer les inefficacités techniques et d'échelle d'un échantillon d'exploitations céréalières. Les inefficacités mesurées sont interprétées comme des gains potentiels de productivité, traduits ici sous forme d'accroissement des rendements céréaliers par hectare. La résorption totale de l'inefficacité technique pure conduirait ainsi à une augmentation comprise entre 10 et 12% des rendements céréaliers.
