Abstract

Lorsque l'Ancien Président de la République lança dans un discours prononcé fin 1977 en campagne normande la formule aussitôt célèbre d'une agriculture en voie de devenir le "pétrole vert" de la France, il s'attira de nombreuses dubitations et railleries. Notre pays avait certes enregistré en 1974, l'année même du choc pétrolier initial, un excédent record pour l'époque culminant à plus de cinq milliards de francs mais celui-ci apparaissait tel un accident fort heureux face au déficit chronique de notre balance agro-alimentaire ; aussi, pour beaucoup, l'aphorisme guère étayé sur de solides bases ne tarderait-il pas à faire long feu.
