Abstract

Les puissances occidentales, repérées à partir de la liste des pays à revenus élevés membres de l'OCDE, ont été amenées à diversifier leurs engagements dans les opérations de paix, expression préférable à celle d'opérations de maintien de la paix, puisque celles-ci ne correspondent plus aujourd'hui qu'à certaines des opérations au service de la paix, dans une perspective de sécurité collective. Les Occidentaux sont ainsi en première ligne dans les opérations multinationales, tout en étant très présents dans l'environnement de l'ONU. Inévitablement, cette diversification se fait au détriment de la contribution directe au maintien de la paix onusien, pourtant dominé par les Occidentaux durant plusieurs phases de la seconde moitié du XX siècle. Le Liban et la FINUL II ont été l'occasion d'un retour de certains Occidentaux, surtout européens, vers les opérations de l'ONU, à leurs conditions. Ce « retour » ne semble pas se poursuivre au Darfour et les Européens, hormis la Grande-Bretagne, paraissent privilégier une participation aux opérations onusiennes par l'intermédiaire de l'Union européenne, autrement dit, en quelque sorte par procuration.
