Abstract

Un traité établissant une zone exempte d'armes nucléaires en Asie centrale a été signé par les cinq pays de la région, le 8 septembre 2006, au Kazakhstan (Semipalatinsk). L'événement est presque passé inaperçu : s'agit-il donc d'un non-événement ? Les diplomaties occidentales, qui se sont mobilisées pour tenter d'éviter que la signature du Traité ait lieu, aimeraient sans doute qu'il en soit ainsi. Néanmoins, cette nouvelle zone exempte d'armes nucléaires n'est pas aussi anodine qu'on semble le croire. En effet, l'étude du contexte et du profil de la zone, ainsi que celle de la genèse du Traité permettent de mettre en évidence que cette nouvelle zone exempte d'armes nucléaires est de type conflictuel ; or, cette constatation élargit sensiblement la question des perspectives d'avenir.
