Abstract

Les mesures en faveur de la décentralisation affectent en profondeur la gestion des territoires. Une sphère particulière de la politique publique, celle en faveur de l'emploi est examinée. Prise entre le niveau supra-national et infra-national, la politique publique en faveur de l'emploi ne peut plus être analysée à l'aune des critères traditionnels généraux de l'Etat régulateur (efficacité-équité). Cependant, la prise en compte des dimensions locale et territoriale introduit une forte incertitude sur l'utilisation des dispositifs, ainsi que sur leurs effets en retour sur la politique publique elle-même.
