Abstract

This study makes a contribution to research on the development of the SSE in Tunisia during a period of institutional and political transition. It uses a qualitative methodology combining two levels of analysis. First, the development of the SSE is studied looking at the indicators and process of construction. The authors then examine how SSE networks structure the development of the sector. They highlight the role of the institutional entrepreneur in creating new standards (drafting legislation and designing mechanisms for economic development). The article also shows that the whole set of relationships between SSE organisations, NGOs and government can be seen as social capital that is crucial in developing the SSE.
