Sun, Sand and Hard Currency : The Cuban Tourism Industry

Abstract

Soleil, sable et devises fortes: le tourisme à Cuba. La décision du gouvernement cubain de concentrer ses énergies dans le tourisme comme source de devises et de développement économique fait de la concurrence internationale une question critique. Mais quelles sont les bases de la concurrence internationale dans le tourisme, et comment peut Cuba mieux développer son industrie touristique pour réussir son double objectif de produire des devises et de développer son économie? On présente un cadre théorique pour aborder ces questions dans un contexte de planification économique socialiste dans un pays en voie de développement. On soutient que la stratégie actuelle d'expansion et de bas prix, dans un contexte de monopole, présente un haut niveau de risque pour des rentrées nettes de moins en moins élevées.
