Abstract

Avec l'intensification de la concurrence entre les territoires, plusieurs villes s'interrogent sur la manière dont elles peuvent compenser le déclin de leurs activités traditionnelles par l'activation de politiques publiques capables de promouvoir la création de nouvelles entreprises innovantes. Afin de mettre en place des politiques efficaces, les décideurs ne doivent pas seulement mobiliser des moyens financiers ; ils ont également besoin de faire la preuve du caractère entrepreneurial de leur territoire. Ces efforts doivent être connus, compris et appréciés des entrepreneurs dont le jugement est alors guidé par leurs propres besoins. Cet article présente la manière dont ECER, le classement européen des villes entrepreneuriales, permet aux entrepreneurs et aux décideurs d'évaluer l'efficacité des politiques publiques du soutien à l'entrepreneuriat du point de vue de la promotion, de l'ante et de la post création, du financement et de l'environnement économique.
