Abstract

Océans, mer, fleuves, canaux, l'eau a accompagné, au fil des siècles, le développement de grands centres de civilisation. Initialement développés dans de petits bassins de navigation, les échanges commerciaux par voie fluviale ou maritime ont, de proche en proche et au gré des grandes explorations, pris une envergure mondiale. Aujourd'hui, plus que jamais, sur les mers, la flotte de commerce, par la massification des marchandises qu'elle permet, est perçue comme un moteur économique. Sur terre, le transport fluvial est, quant à lui, porté par les pouvoirs publics comme un vecteur de la transition écologique et énergétique du système de transport. Ainsi, par exemple, le projet de canal Seine-Nord Europe, soutenu par l'Europe, l'État Français et les collectivités locales, est présenté comme une alternative au tout routier. Mais fleuves et océans n'ont pas connu les mêmes trajectoires d'évolution de leur pouvoir logistique. Si mers et océans sont devenus le support universel des économies modernes globalisées, à terre, les fleuves et canaux tant utilisés au XIXe siècle ont connu des trajectoires d'évolution contrastées selon les bassins navigables. La poursuite de la croissance annoncée du transport maritime et celle souhaitée du transport fluvial est-elle pour autant réellement soutenable ?
