La multifonctionnalité : mise en œuvre du cadre analytique de l'OCDE. Une revue de la littérature en France

Abstract

Entre une offre potentielle de caractéristiques jointes à la production agricole et une "demande de multifonctionnalité" censée refléter les préférences collectives, le positionnement français est une ligne de crête parfois délicate à tenir entre le maintien d'un soutien in fine peu découplé aux productions intensives et le redéploiement d'une multifonctionnalité agricole. Se démarquant d'une vision essentiellement "naturaliste" de la multifonctionnalité où la dissociation des productions marchandes et non marchandes serait dans la plupart des cas a priori possible, la position française insiste plutôt sur la construction sociale de celle-ci, sur la base de préférences collectives exprimées aujourd'hui par un large consensus national. D'où le recours préférentiel à une intervention publique plutôt qu'à la dynamique marchande.
