Abstract

Souvent représentées comme l'expression de l'opinion publique, Les organisations non gouvernementales regroupent un ensemble d'associations très hétérogènes, qui ne relèvent normalement ni de l'Etat, ni d'aucune organisation internationale officielle. Officiellement, elles représentent un contre pouvoir citoyen. Leur importance internationale est croissante, elles défendent souvent une certaine conception de la société et de l'homme, parfois elles soutiennent des revendications sectorielles ou partisanes. Elles mènent des actions dans le domaine humanitaire, fiscal, de l'équité, pour une société plus égalitaire et moins polluée. Cependant, elles sont souvent utilisées par des intérêts privés ou publics, car leurs ressources ne sont que très difficilement vérifiables et contrôlées.
