Aspects de la crise. Dix ans après le début de la crise financière mondiale

Abstract

Ouvertement entamée en juillet 2007, aux États-Unis, à l'occasion de la crise dite des subprimes, prêts hypothécaires à risque, relayée et aggravée en septembre 2008 par la cessation de paiements de plusieurs établissements financiers américains – avec le point culminant de la faillite de Lehman Brothers le 15 septembre –, la crise financière ouvre une période de crise macroéconomique, aujourd'hui non fermée. En 2008, le PIB de la zone OCDE stagne quasiment (+0,2%), en décélération de – 2,4 % relativement à 2007, une nouvelle décélération aboutissant à une décroissance de – 3,5 % en 2009. Peu après le choc initial, Bénassy-Quéré et al. [2009] proposaient une revue précoce de causes envisageables, laissant ouverte la possibilité de leur combinaison : « Il y a trois manières, différentes mais non exclusives, d'expliquer la crise, selon qu'on insiste sur les incitations perverses dans le secteur financier, sur les déséquilibres macroéconomiques mondiaux ou sur une complexité systémique mal comprise et sous-évaluée. »
