Abstract

: Les économistes oublient trop souvent la guerre, les conflits. La nouvelle division internationale du travail doit disposer d'une traduction géopolitique pour mieux comprendre ses évolutions. Toute modification dans les choix militaires conduit à des fractures ou évolutions économiques fortes dans les régions industrielles. Dans cette perspective, on constate que les services productifs localisés (SPL) fondés sur le développement du secteur militaire sont dépendants de décisions qui s'inscrivent dans une stratégie globale des Etats. L'industrie d'armement s'insère progressivement dans la mondialisation. Pour les régions productrices d'armes, une procédure de désarmement conduisant à une restructuration industrielle peut avoir des effets négatifs à court terme. En outre, le secret militaire et la recherche excessive de la création de nouvelles performances ont favorisé la création de produits à « technologie baroque ». Les fameux « investissements de la paix » ne peuvent s'exprimer librement que si les technologies s'avèrent suffisamment duales ou si les nouvelles formes d'armement sont compatibles avec leur production par les anciennes bases industrielles, en évitant ainsi l'obsolescence.
