Abstract

La réflexion aujourd'hui engagée sur le rôle du capital humain dans le développement doit faire à notre sens un détour par la notion de territoire. Nombreux sont les pays, notamment en Afrique, qui ne trouvent plus ou n'ont jamais trouvé le secret de leur développement dans l'universalité du modèle fordiste,. Ils exploitent alors de nouvelles opportunités et font émerger dans les faits des systèmes de construction économique et sociale manifestement en rupture avec les normes de la croissance et de l'accumulation. Qu'ils aient été au coeur du processus d'accumulation ou placés en sa périphérie, ces territoires sont confrontés à de nouveaux défis du fait des graves dysfonctionnements du marché du travail (populations jeunes, difficultés d'insertion, chômage élevé…). Aujourd'hui, la mondialisation est concomitante de nouvelles formes de territorialisation ou de reterritorialisation de l'économie dans lesquelles s'articulent à l'économique les paramètres d'ordre institutionnel et social. Nouveau système certainement, nouveau modèle ? Probablement. Les défis en Afrique sont majeurs et le capital humain s'inscrit au coeur de ces enjeux pour l'avenir.
