Abstract

L'auteur propose une synthèse de l'article de Joel Mokyr, Chris Vickers et Nicolas L. Ziebarth, « The History of Technological Anxiety and the Future of Economic Growth: Is This Time Different ? » (Journal of Economic Perspectives, 2015). On retrouve la permanence dans l'Histoire d'une « angoisse technologique » à trois visages : la crainte d'un coup d'arrêt au progrès technologique, la peur d'un devenir aliénant du travail et l'appréhension d'une disparition du travail. Contradictoires, ces peurs expriment la crainte du changement, mais seraient infondées. Ainsi les économistes ont reconnu dès le XIXe siècle que les effets de court terme du progrès, néfastes pour la main-d'œuvre concernée, étaient le prix à payer pour un bien-être général. Les auteurs plaident pour un compromis entre l'acceptation du progrès et l'atténuation par l'Etat de ses conséquences.
