Abstract

La fin des quotas consacre le passage d'une régulation administrative et interprofessionnelle à un pilotage privé de la filière laitière. Cet article s'appuie sur une analyse de la littérature et sur une enquête approfondie pour proposer une définition institutionnelle des relations contractuelles et une typologie des arrangements contractuels laitiers français. Il montre que la libéralisation des marchés se traduit par une dégradation des conditions d'accès au marché des producteurs d'autant plus marquée que les laiteries refusent de coopérer et que les producteurs sont peu organisés. La représentativité et la montée en compétences des Organisations de producteurs (OP) tant en matière de négociation, de gestion des volumes que de création de valeur apparaissent comme des leviers d'action qu'un cadre réglementaire favorable peut soutenir.
