L'aménagement à la rencontre des Proximités. Application à la planification spatiale et à la coopération intercommunale en France

Abstract

La planification spatiale et la coopération territoriale de type intercommunale constituent un ensemble de pratiques-clés de l'action territoriale d'aujourd'hui, faites de relations d'acteurs publics contraints de travailler ensemble sur un périmètre géographique déterminé et sur des objectifs stratégiques de développement à moyen-long terme. La grille de lecture offerte par les travaux de « l'école de la proximité » s'avère intéressante à mobiliser pour analyser les comportements de coordination et de gouvernance entre acteurs territoriaux. Ceux-ci sont à la fois instigateurs des schémas d'aménagement à portée stratégique et de régulation, et porteurs de démarches de coopération intercommunale. Au moment où la réforme territoriale fait évoluer ces coopérations, nous pouvons pointer des formes de proximités géographique et organisée, voire territoriales, diversifiées selon les territoires.
