Propriété immobilière contre patrimoine financier dans le financement des hôpitaux au XIXe siècle

Abstract

L'objet de cet article est de s'interroger sur la logique de la politique de transformation des biens immobiliers des hôpitaux en rentes sur l'État au XIXe siècle. Cette question suscite de nombreux débats dans les milieux économiques et politiques. Les capitaux versés aux établissements de charité étant jugés improductifs pour l'économie nationale, il devient intéressant de les réintroduire dans la sphère de production. Les rentes sur l'État permettent d'articuler la dynamique du système hospitalier avec celle du circuit économique. Dans un premier temps, nous montrons que la dépréciation progressive des capitaux immobiliers constitue un handicap pour les établissements de bienfaisance et impose une transformation des mécanismes de financement. La seconde partie met en évidence la dualité de cette solution : avantageuse pour les finances publiques, mais insuffisante pour les établissements hospitaliers.
