Abstract

Water price is highly debated in France. Often only its level is the object of analysis. Sometimes the debate goes deeper, concerning the weight represented by the fixed part in water bill. But water pricing structure is not limited to this aspect, it is much more complex and can take various forms, following the type of assigned objectives: to balance budget, to incite saving water, to allow access to water for all. This article presents these structures, the main French legislative elements, the current French practices and their recent evolution, from an in-depth reading of the French legislation and based on two surveys done in France in 2003 and 2013.
