Abstract

La gouvernance multi-acteurs et la territorialisation sont deux mouvements contemporains conjoints de transformation de l'action publique. Leur déploiement se heurte à des difficultés pour gérer la complexité inhérente à cette approche des politiques publiques et pour assurer une équité de traitement des usagers malgré l'hétérogénéité générée. À partir du cas de l'aide aux proches aidants, cet article fait tout d'abord le constat d'un déficit d'instrumentation de gestion spécifique pour élaborer et déployer une politique complexe par nature puis propose un instrument de représentation pour un contexte d'usage multi-acteurs et à des fins de territorialisation. L'apport d'un instrument de synthèse cognitive est discuté au regard des approches existantes plus orientées sur la régulation des relations multi-acteurs.
