Abstract

At the bottom of our oceans lie thousands of kilometers of underwater cables, the backbone of cyberspace.These infrastructures allow us to communicate and was initially guarded by traditional operators. GAFA and BATX are now investing to control these essential asset to their strategy. They remain an issue of power and sovereignty for the states.
