Abstract

L'objet de cet article est l'étude des disparités au niveau des communes de l'allocation personnalisée d'autonomie (APA) à domicile. Les méthodes reposent sur l'analyse de la base exhaustive des bénéficiaires de l'APA à domicile (15 000 individus) d'un département de province de grande taille, enrichie de données démographiques, fiscales et d'équipement sur les communes. Dans un premier temps, les résultats mettent en évidence les disparités au niveau des communes de l'APA à domicile, tant en termes de prévalence que de dépense globale moyenne. Nous montrons alors que ce phénomène ne peut s'expliquer simplement mais est complexe et multidimensionnel. À l'aide de techniques d'analyse des données (ACP et CAH), nous faisons alors émerger les ressorts de ce phénomène avant de proposer une typologie des types de communes en matière d'APA à domicile. En conclusion, ces travaux montrent clairement les disparités communales de l'APA à domicile et dessinent une forme de spécialisation des communes. Se posent alors des interrogations pour savoir si cette spécialisation résulte d'un choix délibéré, est le résultat d'une histoire, voire le résultat d'un apprentissage générationnel et d'une migration choisie par les personnes âgées pour leur fin de vie.
