Abstract

Les propositions Agenda 2000 de réforme de la PAC vient à satisfaire un certain nombre de contraintes et d'objectifs que l'actuelle PAC ne permet pas d'atteindre. Pour bien comprendre les propositions de réforme formulées par la Commission Européenne (CE) et les débats autour de celles-ci, il convient d'abord de présenter le fonctionnement actuel de la PAC et les facteurs qui ont conditionné son évolution depuis sa mise en œuvre. Tel est l'objectif principal de ce chapitre.
