Abstract

La catégorie des PMA aura cinquante ans en 2021. L'année 2021 est aussi celle de la prochaine revue triennale de la liste des pays les moins avancés par le CDP. Les deux années qui viennent devraient donc être l'occasion de réexaminer les fondements et la mise en œuvre de la catégorie des PMA, ce qui passe par une révision des critères d'identification. Cette révision implique de répondre à trois questions principales : quelle est la finalité de la catégorie au regard des Objectifs du développement durable ? Quelle est la nature de la vulnérabilité à prendre en compte pour l'identification des pays les moins avancés ? Comment assurer la cohérence interne et inter-temporelle de la catégorie ? Les choix techniques relatifs à la mesure des divers indicateurs servant de critères doivent être examinés en conséquence.
